vxUtil from Cambridge (http://www.cam.com/vxutil_pers.html) includes a
decent TCP connect() scanner, among other useful utilities.

a job where the only way we can see the infrastructure we're testing is from
a Windows CE device.

In fact, whilst I'm here are there any other tools that might be useful.
We're hitting a proxy, so maybe some kind of intercepting proxy / packet
sniffer, if such a beast exists for Windows CE.
