Not withstanding the many suggestions you've already received, something you
should consider is that regardless of how you end up finding the rouge
proxies, it seems that you need a company policy in place that has some
teeth to it or there is really nothing to stop them from setting them up
again. Without proper enforcement capabilities, it kind of seems like a
waste of time...
