We have had great performance out of Xen. In the Xen Worlds project
we have had a (now 3-year-old) Dell Dimension desktop with 2GB of RAM
serving 30 virtual machines. The virtual machines weren't doing that
much work, or generating much network traffic, but you should still
manage a decent number of VMs under a moderate load.

A paper on Xen Worlds, that includes some performance results from
running expect scripts can be found at: http://home.eng.iastate.edu/
