Email them at: info@pcisecuritystandards.org with your question (and let us
know what they say).

The filing deadlines are probably more specific by the bank or acquirer than
by region, but they should be able to tell you if you contact them at that
address. If you have a client in the UK, ask them what communication they
have received from their bank/acquirer.
