I've been using Nordahl's utility for this kind of stuff with great results.
Works with Win2k3, Vista (even x64). Really easy, and full featured. And
free. Create a boot disk and keep it with you:

You could also reset the SAM via Recovery Console from a recovery disk, but
the above utility is far easier, and you don't wipe out all the accounts on
the box.
