11 years is probably exaggerated. I find a note saying that in 2001, the
youngest person to sit for (and take) the CISSP so far was a 16-year old Indian
named Namit Merchant, who had worked with at least one computer company for
three years, and so passed the then 'three ears of experience' requirement
(http://www.securityfocus.com/news/301).
The current 'four years' requirement was decided on yearly in 2002 (it came
into force in 2003) -- and there were some speculation that this was more
than a timing coincidence.
