('binary' encoding is not supported, stored as-is) A simple nmap syn scan will tell you about,
the ports accessible for example

#nmap -sS -p 0-65535 x.x.x.x
Interesting ports on w.w.w.w (x.x.x.x):

Where x.x.x would be a IP accross your filtered
network(that would not be hard to setup).

Nmap will report the state of the ports,i.e
if they are open ,closed or filtered.
you should see the nmap man page for different
kinds of scan.

Also as to see where exactly the outgoing packets
are blocked you can use a technique described
below
