/admincp/user.php:
GET: <do=find&orderby=username&limitnumber=[SQL-Injection]>

Limit number is wher the SQL Injection occurs. you still need to break
out of the original qyery and find the correct syntax and maybe INSERT
is not possible from this feld. there are many factors that need to be
taken under consideration in SQL injection.

I would also loose the [] around the parameter, although I have NEVER
seen/played with a vBulletin and they may be required.

What exactly is the point of this exersize? why don't you just upgrade
to the latest version apart from the obvious monetary "penalty"
associated with it?
