('binary' encoding is not supported, stored as-is) You are probably referring to "CIA Commander" it is a free tool (floppy disk), that allows you to change Passwords and also even perhaps pull down the SAM file, so you can crack them as well. It works great!
Just Google CIA commander and you will see the free download.
