I don't know of any specific firewall testing tools however my own
opinion combined with those on a firewall QA team (in a company I work
for): Use eathereal, hping, nc and perhaps some custom Perl/Python
utilities. WinRunner to automate GUI stuff would also be useful if it
has anything like web interface... That's about the only way to get a
reliable firewall testing solution. Any other tools that you can buy
on the market today are simply the merging of the above with a cute
GUI.
Other then that - read white papers on common firewall weaknesses...
That's my 2 cents.
