Yeah, the guy didn't come in saying "I keep getting rooted because I
allow root SSH logins and I have to set my root password to
'password'". Then, yeah, moving to an alternate port would be security
through obscurity (at least until somebody found that alternate port).

I view moving to a non-standard SSH port when SSH has to be open to the
entire Internet not as a security measure, but as a means to reduce
noise on systems. Why deal with the flood of crap and implementing
workarounds to limit that flood when the solution can be as easy as
changing the port? Probably not feasible for all scenarios, but for
where it is, it's a very easy and effective means of eliminating the log
noise.
