[HPADM] resdata failing

Dear all,
 
I have a strange problem on a server running HP-UX 11.11
 
Every day we are receiving this error in syslog:
 
Nov 30 11:46:38 mentordr EMS [2053]: ------ EMS Event Notification
------ Value: "SERIOUS (4)" for Resource:
"/system/events/core_hw/core_hw" (Threshold: >= " 3") Execute
the following command to obtain event details: /opt/resmon/bin/resdata
-R 134545410 -r /system/events/core_hw/core_hw -n 134545606 -a

 
but running the resdata command fails with:
 
    Error: Can't connect to registrar - 4
 
The /system filesystem doesn't even exist!!
 
Any ideas how I can establish what this error is referring to and why
the error is telling me to run a command which won't run?
 
I also cannot run mstm for other reasons.
 
I would appreciate any help I can get on this one.
