[HPADM] Unable to reduce fs using fsadm

Hi all,

Model: K370
OS: HP-UX 11.00

The server has the following installed:
B3929BA B.11.00 HP OnLineJFS (Advanced VxFS)

Whenever I try to reduce a file system using fsadm command (e.g. fsadm -b 200m /the_fs), I get error similar to the following, either:
fsadm: attempt to resize /dev/vgcert01/rcertbk failed with errno 16
or
fsadm: cannot shrink /dev/vgcert01/rcertdb - upgraded fs - inodes are currently in use.

Am I missing something?
