[HPADM] ssh_exchange_identification: Connection closed by remote host

Fellow SAs:

Have you seen this problem before with ssh when a user
tries to login using ssh command?

ssh_exchange_identification: Connection closed by
remote host

We have a work around. We just go to the server via
the console and re-start the ssh daemon. Once this is
done everybody is able to ssh into the box once again.

Does any one know of a permanent fix to resolve this
issue?

Any input would be most appreciated.
