[HPADM] Error when launching Application Manager in CDE

I've some users who whenever they try and launch the Application Manager
from CDE see the error message:

TT_ERR_PTYPE_START

Attempt to launch this instancwe of ptype failed

I've never really had to do much work in this area - so any hints of
where to start looking at this would be appreciated...
