[HPADM] Cannot install libpcap S/W in HP-UX 11.0

Greetings,

I am trying to install this s/w libpcap in one of my HP-UX 11.0 box but
always getting this error message. Please help!
What I am really suppose to do is to install tcpdump but this s/w requires
to have libpcap first in the system.
