[HPADM] root console access

All,

I cannot login directly as root to console. I can login using regular (non-root) account and then su to root.
It's the same with telnet connection. I'd like to enable direct root access to the console, but how?

in /etc/securetty I have :
console

It's hp-ux 11.0 L-class with HP Secure Web Console:

  Global version: A1.9
  Software version: A.01.09.001
  Boot version: A.01.09.001
  Resources version: A.01.09.001
