Please try configuring nddconf (/etc/rc.config.d/nddconf, I think) to turn off dead gateway detection. Otherwise, it will just turn back on after a reboot.
Also, just because detection is off, if HP/UX has "decided" that the gateway is dead, it will remain dead until you persuade it otherwise. Is there something on the other side, a smtp server for instance, that you *can* ping? If so, ping it a couple times to wake up the gateway. Then, once it's awake, it shouldn't drift off again.
Finally, we've seen situations where a load-balanced gateway (not sure what the Cisco term is, but two routers answering the same IP...) was really screwing with HP/UX. Turning off dead gateway detection didn't help. What finally did help was defining a default gateay on another static Cisco device, and just letting it figure out how to get packets to the other gateway. This may not solve your issues, but it's worth mentioning.

My ISP started to block icmp protocol, and HP-UX 11.0 stoped routing through default gateway, which belongs to my ISP. I learned about HP-UX Dead Gateway Detection, and set ip_ire_gw_probe to 0 with "ndd -set /dev/ip ip_ire_gw_probe 0" command, and did "ndd -c" after that. But that didn't help. I tried "/sbin/init.d/net stop" and then "sbin/init.d/net start", but it didn't work. Reboot didn't help either.
I have two questions:
1. What else should I do to make it work?
2. When my gateway is dead, network applications run very slowly(i guess because of long timeouts). How is it possible to decrease those timeouts?
