[HPADM] Shadow passwords?

Admins,
We just went through a courtesy security audit. They found that some of the
passwords are shadowed and some are not. I am confused because our systems
are not trusted. In my last job we ran all are the systems trusted and that
was when the passwords were shadowed. Is it possible to have some passwords
shadowed and some not??? I did see what they were talking about in the
/etc/passwd file, some had one asterisk and some had the long weird looking
encrypted password.
