The solution was provided by Jordi Monfar who said:
"I am using also PuTTY 0.52, and different versions of ssh in HPUX 10.20
and
11.00. The most modern one is the just released "official" hp provided,
available on software.hp.com for 11.00. It's also 3.10.
I have found this message when sshd uses the option "X11UseLocalhost yes",
be explicitly on sshd_config or implicitly as compiled default. Then the
DISPLAY variable is set to "localhost:<number>", and you get the error
message.
What I do is to put explicitly "X11UseLocalhost no" in sshd_config. Then
DISPLAY is set to "<ip of localhost>:<number>", and this happens to work
fine for me both in HPUX 10.20 and 11.00, and also on Linux.
Assuming SSH has been compiled identically on both 10.20 and 11.00, another
detail to check that could make different the behaviour is the login
profile
sequence (/etc/profile, .profile, etc). It could be overriding the ssh
assigned DISPLAY variable in one of the HPUX versions to a working value
(though perhaps not the X11 ssh tunneled, but a direct client-ip not
encrypted channel), while keeping the incorrect "localhost" value on the
other. This also happened to me..."

I cannot get X-forwarding to work from HP-UX 10.20 - it does work from
11.00. I am using openssh 3.1 on both systems. Both systems have the same
config in sshd_config. I am using PuTTY 0.52 with the same settings for
both clients. Both sets of binaries were compiled in the same way with the
same versions of zlib and openssl.
I get the standard:-
Xlib: connection to "localhost:11.0" refused by server
Xlib: Authentication failed at PuTTY X11 proxy
Error: Can't open display: localhost:11.0
Any ideas will be much appreciated.
