/usr/lib/boot/ssh is a small runtime environment that is called during
bootup time, so it is needed to create a bootable mksysb tape. The
bos.rte.boot fileset contains the file, so I would run "lslppp -f
bos.rte.boot " and make sure that all the files listed are actually on
your system. If they are not, then you will need to install them.

PS. Did you install a maintenance level or fixes that require a reboot,
but have not rebooted yet?

Do you know what can be happening?
