Try this procedure:

Migrating Printers to Another System

Move the following over:
    /etc/qconfig
    /var/spool/lpd/pio/@local/custom/*
    /var/spool/lpd/pio/@local/ddi/*
    /var/spool/lpd/pio/@local/dev/*

After moving the queues to the other machine do the following to rebuild
the smit panels to change/show those queues:

cd /var/spool/lpd/pio/@local/custom
for FILE in `ls`
do
    /usr/lib/lpd/pio/etc/piodigest $FILE
done

duplicate the print queues and devices on the test
box, so I copied /etc/qconfig and the contents of
/var/spool and all subdirs to the test box. I can
list the queues and they all show 'ready' until I
print to one, then it goes down. I have stopped and
restarted the qdaemon susbystem (all printers are
network printers). What have I missed?

This may be a clue. The SMIT 'Add a Print Queue'
function on the production box offers nine choices,
including local, hpjetdirect, IBMNetPrinter, etc.,
while the test box offers only two choices:
user-defined and remote.
