using my Microsoft IE browser and would like
to see the files I could FTP to download if an
index.htm does not exist.

How do I "install/use apache or ibmhttpserver to get remote access",

its httpLITE because it only listens to localhost, port 49123 (or
similar)
you only can use it with a browser startet on the host where httplite is
running
(also the man-command uses it)

"install/use apache or ibmhttpserver to get remote access"
