CDROM Mount Trouble

On an AIX 4.3 system, regardless of the CD involved, I get the following
when I try to mount. I have looked into every suggestion listed in the
documentation for troubleshooting this error. All the lights on the CD-ROM
unit itself look good to go and the full text of the message doesn't seem to
point in that direction. I did recently modify the /etc/filesystems file
and I have been updating bos filesets. Do I need to run some kind of
utility afterwards or restart a subsystem? I am hesitant to reboot when I
have trouble using my CD-ROM!

Suggestions?

# mount /cdrom
mount: 0506-324 Cannot mount /dev/cd0 on /cdrom: Cannot run a file that does
not have a valid format.
# cd /cdrom
# pwd
/cdrom
#
# ls -l /dev/cd0
br--r--r-- 1 root system 12, 0 Feb 25 2000 /dev/cd0

The contents of /etc/filesystems include the following:
/cdrom:
        dev = /dev/cd0
        vfs = cdrfs
        mount = false
        options = ro
        account = false
