You cannot download the base fileset only the updates, as somebody pointed out you will need the install CDs to get the base level fileset.

Can someone point me to the site I can download file sets like
bos.sysmgt.nim.master 4.3.3.0. I am applying maintenance levels to this
system and I am getting server pre-requisite errors saying I need this or
that base level. I search IBM site but am unable to find anything
