C of AIX Question

All,

I have tried to install C of AIX on a M80 with the OS 4.3.3. I kick off the
command ./i4config from the /var/ifor directory, after answering all the
question I get to the question "Do you want to start the compiler now" I
answer yes and it starts to try and start the three daemons, upon finishing
the start of the three daemon it fails with "no available licenses for this
server".

Has anyone got any ideas?
 If I un-install C of AIX (which I have tried before) what filesets do I
select? The last time I tried to un-install it I select vac.c,
vac.readme.ibm and vac.html.en_US. I still have the same problem after I
have re-install C for AIX.

Please help me........... because I have developers on my back......
