there are two filesets containing ntp - of shipped with aix and one with
pssp
check if you are using the same on cws and nodes

or stop xntpd on the nodes and do ntpdate once a hour

I haven't seen anything quite like that.
Have you tried stopping and restarting xntpd on the nodes?
