In fact all I needed to do was start the License Manager and the problem
went away.

Make sure your C version is 5.0.2 but not 5.0.0. C version 5.0.0 will not
work under AIX 5.x. If you have 5.0.2 then you will need to install the
license file found under /var/vacpp directory.
