You can create your own packages
Actually I'm creating packages for our system for a long time.

There is procedure and tools described in redbook "Managing AIX farms"
creating basic bff is quite easy and straightforward
adding scripts can be a little tricky and neeed good defensive scripting...

For rpm there is book "Maximum RPM" you can download it from redhat docs

If you have any question please just ask!
