Try running lppck -v -m 3 this will give you more details as to the filesets causing you problems. I have done many 5.1L upgrades and 1 fileset that always gives me a problem after the upgrade is the tsm client fileset. I have to uninstall and install the correct fileset for tsm for 5.1L.
