0000FFF5 on the LED Panel, SA is on

I am still fighting my S7A. I am seeing a 0000FFF5 on my Processor LED. The SA light is on and the Power LED is not on.
 
The Green LED's near the bottom of the front of the Processor Rack are not on.
 
I have swapped out all of the cables and I know the power is good to the RACK.
 
Is there a URL I can go to for the error above, my URL's are not working.
