Finding a fileset for AIX

I am trying to install gcc.2.95.3.0.exe on an AIX 4.3.2 system. It is
failing will a pre-req errot for the fileset bos.rte.bind_cmds 4.3.2.2. Can
anyone tell me where I might find this. I have looked on my install CD's
and on the Bonus Pack and on the Update CD but cannot find it anywhere. I
have also searched IBM website to no avail. Any suggestions would be
appreciated.
