Service Agent Licence Failed error

I am trying to connect to IBM for the first time, using Service Agent on my Gateway.
The Modems connect no problem. Then I get the below message in my Service Director Logs:
 
8. 2003/03/12 15:13:30 : tty0 Available 01-S1-00-00 Asynchronous
                  Terminal Modem on (/dev/tty0) Not Responding. *
                  Failed to Connect * Reached Max Retry. Changed 1
                  License(s) To FAILED
 
I know my Customer Number is correct. Do I need to pay extra for Service Agent? Do I need software support to use Service Agent?
