If there is outbound mail, and sendmail cannot deliver it, AND sendmail
is not running, then the mail will sit in the mailq forever.
On systems that do not have inbound mail and thus do not have sendmail
running, we have this cron:

# Run sendmail periodically to deliver any queued mail DJS (05/05/2000)
#
0,30 * * * * /usr/lib/sendmail -q
