You have to be sponsored by a company that requires that you have it and
it is always on a need-to-know basis. It used to take about 6 months to
get. Its been 10 years for me since I worked at a location that
required secret clearance, so the procedures could have changed :)

I believe you would need to ask the defense contractor what channels to
take.
The security clearance is usually performed as part of the hiring
process (at least mine was).
