If there is a specific version that the compilier is looking for, it should
be on the compilier install CD itself in the LUM directory. At least that
is where I got it from.

Look in the AIX Installation CDs.
What you are looking for is LUM (Licence
Use Management), or Licensing Server.
Once installed the compiler, you'll need
to configure LUM, and enroll licences,
in order for the compilers to work.
