Did you check the SAN Zoning?
You can verify the attachement with
lsattr -El fscsi1 (for adapter fcs1)
if attach is shown as "switch" then you are in the SAN connected otherwise
you will see the value "al".

I am trying to connect a new HBA on a P660 to a switch for a SAN. This HBA
has not been used previously, newly cabled etc. I issued the following
commands and receive the following errors:

* rmdev -Rdl fsc1

0514-519 The following device was not found in the customized device
configuration database: name 'fcs1'

* cfgmgr

0514-061 Cannot find a child device
