The star means there has not been a password set for that user in the shadow
file(/etc/security/passwd).
The !(bang symbol) indicates there is a password set for that user.
Try mkuser testid.
Then look in the /etc/passwd file and you will see a * for that user.
Then set a password for testid and the * will change to a !.
