Nope. What it looks like to us is that data and commands are running on
the same port. But it is only for this current directory. User-id does
not matter - root or owner give the same results.

You may achieve this behaviour with a command like :
ftp> nmap $0 -
which translates every implicit destination filename in - (stdout).
Someone joking with a .netrc ??
