Unfortunately there is no easy answer. It depends on how your HACMP is
customized and configured. For instance, if you have multiple networks
configured for failover within HACMP, you may end up with a network failover
event (not necessarily a failover to the standby node). Another factor is
the thresholds that are set. Even if configured for an event, the outage may
not be long enough for HA to "notice" that the network is no longer there.
