No! The PTF number is just assigned by IBM in sequence; the actual number
is meaningless. I would have thought that what is wanted is
Java130.rte.bin.1.3.0.17, but that does not exist yet: the highest available
level is 15.

I would suggest that you go back to this person and ask them to explain
exactly what they mean.
