Justin,
I already have that (more or less) for telnet in.... thanks.
But, I am asking about a "herald" warning/security banner on the graphical
CDE login console.

it's in "/etc/security/login.cfg" in that file use the paramter: "herald="
\n\nsecurity message\n\nlogin:=" (or something to that affect). Then logout
and telnet back in to it and your see the new security message.

I need to display a security notice to users BEFORE they attempt login. In
the past, I have made a warning.pm file with an image of the text and
placed it in the CDE login banner ("/etc/dt/config/Xresources"). But, it
looks bad and now the text is a lot more.
Is there is like "/etc/issue" and "/etc/issue.net" in AIX that places a
text message overtop of the CDE login window that must be clicked
off/through before the user can begin logging in.
I am speaking of AIX 4.3.3
