I have been told that this number in itself has no impact on performance.

One of the AIX system maxed out last night and crashed when users were
testing some oracle applications , the max proc parameter was set to 256 at
that time .I changed it this morning to 1500. Our DBA`s are asking it to
set to 10K or 15K . what is the max limit for this parameter ?how it would
impact system ?
