this has been discussed on this list before, and the usual outcome is that
the person asking realizes that they really don't have the personal
bandwidth to deal with hundreds of password changing confused users at once.
Your auditors should be satisfied if you enable the feature where, after say
two weeks of expiration, the account locks. So your password expires after
90 days, but you don't log back in for 3 weeks, the account is then locked
when you do come back.

pwdadm ADMCHG ALL
to make it so all users on a system would have to change their passwords
at one time?
For example, our 100 or so users wouldn't all change their passwords at
once because they log in maybe once or twice a week at various times.
However our auditors require us to change passwords every 90 days.
It would be easier for us to be able to force a password change at the
beginning of each quarter, that way our users would remember that they
would have to change their password before gaining access.

user logs in the first time, I do not want AIX to prompt them to change
their password, but retain the password I set for the user. Is this
