I had same problem and tried many things. What I think fixed it was applying
ML08 to ethernet adapter filesets.
I had cloned a PCI H80 to a MCA 570, and mksysb installed driver filesets at
clone time from AIX cd, which did not agree with the overall ML08 system
level.
That was the only hitch.
Have you re-booted?
