apxs does not in AIX5L

I downloaded IBM HTTP server version 1.3.19 (Which I suppose is Apache only)
come with WebSphere on AIX 5L.
I run the apache server (/usr/HTTPServer/bin/./apachectl start) and its
running fine.
But there is one more script in /usr/HTTPServer/bin named as apxs
Here is the syntax.
# pwd
/usr/HTTPServer/bin
# ls ap*
apachectl apxs
# ./apxs
ksh: ./apxs: not found.
#
Does any one know why apxs is not executing at all while the script is right
there in the directory. Is there any problem with IBM HTTP server.
