I think only NIM is similar to flash and jumpstart on Solaris.

Subject: Sysback and Solaris Flash
Hi
Is there a tool on AIX that is similar to Solaris Flash?
We are looking into tools that let us clone systems over network
like the Flash which appeares to be much faster than Sysback.
have used Sysback to clone fine but I am looking for a faster,
easier tool. Heared there are some new development, products for AIX.
