You can't export rootvg, as it's in use.
You could just try an "varyonvg rootvg". I don't hold out much hope
for it, though. (I know you did an importvg of some description,
but you used the "-b" flag before.)

I would be fairly confident that a reboot would resolve this problem,
if you can afford the outage. Although not very graceful, it would
probably be quicker than trying to fix things. Of course, you won't
learn anything and fixing the problem would be much more satisfying.
