you can do it but playing around with the TZ (timezone) variable.
on my system for example
echo $TZ
gives me EST5EDT
and date gives me
Tue Aug 6 16:51:01 EDT 2002
then
export TZ=+48
date gives me
Sun Aug 4 20:51:21 2002
etc..
then of course export TZ=EST5EDT
when you're done.
