There is a redbook about this subject. Redbook nš SG245103 - AIX 64bit
Performance in Focus.
I had this problem to install SAP application server 64bit on F50 Server. SAP
and IBM told me that I canīt install bos.64bit file set, because my hardware
doesnīt support 64bit kernel and SAP 64bit kernel doesnīt run on machines 32bit.

Doesn't work. Even though it is in your /etc/inittab; the kernel width will
still be 32 bits.

Not true.
You can indeed install bos.64-bit. Don't confuse 64-bit hardware with
64-bit application environment.
I've loaded the bos.64bit extensions on many many servers and it is enabled
from /etc/inittab.

This donīt work on machines 32bit. Run bootinfo -y and check if hardware is
32bit or 64bit.
If bootinfo -y command return 32 you canīt to install bos.64bit file set.
